Pavel Durov, the CEO and founder of the Telegram messaging app, faces legal troubles in France. Authorities arrested Durov, 39, at Bourget Airport, just outside Paris.

He was apprehended after arriving from Azerbaijan on his private jet. French officials have issued an arrest warrant for him, citing multiple alleged offences linked to his messaging app.

Allegations and Legal Proceedings

French agency OFMIN, responsible for preventing violence against minors, has accused Durov of a range of serious crimes. These include fraud, drug trafficking, cyberbullying, and organized crime. 

According to sources quoted by AFP news agency, officials have shared this information on the condition of anonymity. 

The investigation reportedly began with concerns over Telegram’s insufficient moderation, which authorities believe has allowed criminal activities to thrive unchecked on the platform.

French media outlets TF1 and BFM TV have reported that Durov could face indictment soon. One investigator expressed astonishment that Durov entered France despite the existing warrant, saying, “Enough of Telegram’s impunity.”

The Russian embassy in France has demanded consular access to Durov. They have also insisted on ensuring his rights are protected. The embassy has claimed that French authorities have been uncooperative, as reported by Russian state news agency TASS.

Russian diplomats are maintaining communication with Durov’s lawyer to monitor the situation closely.

Telegram’s Controversial Role

Telegram, created by Pavel Durov and his brother in 2013, now boasts nearly one billion users. The app is famous for its strong encryption features.

However, Durov fled Russia in 2014, seeking a stable location for his company in cities like Berlin and San Francisco. The app gained significant attention during Russia’s invasion of Ukraine in 2022, serving as a key conduit for unfiltered and graphic content from both sides of the conflict.

Government officials in both Russia and Ukraine, including Ukrainian President Volodymyr Zelenskyy, heavily rely on Telegram for communication.

Telegram’s growing popularity has raised alarm in several European countries, including France, due to security and data protection concerns.

Mikhail Ulyanov, Russia’s representative to international organizations in Vienna, criticized France’s actions, describing them as totalitarian.

He warned individuals involved in international information spaces about the risks of visiting countries with rising authoritarian tendencies.

The arrest has also drawn reactions from other prominent figures. Elon Musk, the tech mogul and billionaire, voiced his disapproval on social media, describing the situation in a hyperbolic manner: “It’s 2030 in Europe, and you’re being executed for liking a meme.”

As of now, Telegram has not issued an official response, and French authorities, including the Ministry of the Interior and the police, have refrained from commenting. The global tech community and legal experts are closely monitoring this developing story.
